To promote strong foundations for academic achievement and English Language Proficiency for English Language Learners in the Jackson County Central, Heron Lake-Okabena, Brewster, Lynd, and Windom Title III Consortium.
The primary goal of English Language Learners Programs is to develop the Basic Interpersonal Communication Skill (BICS) and Cognitive Academic Language Proficiency (CALP) for all English Language Learners so that they can participate successfully in mainstream classes.
